Do PTAs matter?

PTA's only matter if the members are not on an ego trip or fighting over simple issues. They need to focus on the school and the student. JIS's PTA leaderhsip last year was awful and not productive.
I'd add one more thing: PTAs only matter -- in fact, they only function at all -- if the people involved treat each other with kindness and respect. Let's move on from last year and hone-in on what you rightly point out should be our focus as parents: the school and its students. Education research is clear that when that happens, student success improves and everyone wins.
